Strata - owner deposit for rental unit

Hi, I'm just trying to determine if the strata has the right to start charging owners a security deposit for having a rental unit. I understand the deposits are legal in Alberta, but so far what I've been able to read seems to say it's a right that to be enacted would require an owner vote to pass and begin doing? The strata has been around for 30+ years and had no deposit, and now say council has just decided it is required. Thanks
