Replacement of broken glasses

A child broke my daughter's glasses on the school bus and parents are only willing to replace the frame (less quality than what we paid) and are refusing to pay for new lenses even though they are scratched as the child popped the lens out. Are the parents required to pay for a full pair of replacement glasses? It would be the exact same pair. Thank you.
