On-Call Compensation

At my place of work, there are a group of us considered to be on-call for a week at a time with rotations. I’ve done some research about pay or compensation for being on-call and I haven’t found a clear answer. My company won’t pay or give compensation to on-call unless required to come into work. However, as on-call we are required to answer any and every phone call or text message from those who are working to help or aide them with questions or situations. With this being said, being on-call makes it so that you have to have your phone available at all times and can’t plan to go out or do somethings, yet there is no compensations for it. I am wondering if there are legal issues with not being compensated for this.
