Not informed of Rural Capacity Investment Fund applications

What recourse do I have as an employee of AHS when I was not informed of application openings for the RCIF funding application. I discovered the following over the last few weeks: employees were to be informed of the application around April 17,2023. HSAA was to inform members on April 17 and AHS was to inform employees shortly after. My manager at AHS advises AHS decided not to inform employees - I think this is very serious mismanagement of the program. HSAA tells me they sent out emails to members on April 17. HSAA was shocked to learn by me AHS decided not to send information to staff of this application. Of note, it appears AHS managers were engaged in the signing bonus of this program rather than the retention bonus of this program. Applications for this program closed May 31. I learned about this program through work of mouth (as most staff did) on Sept 1, tried to obtain a late application and was stonewalled, refused and not assisted by my manager or union. I would have been eligible for $15,000 retention bonus. I have had multiple emails with RCIF and they tell me I would not have been eligible- it appears they looked at false information on the AHS internal system and tell me my seniority date is 2012. This is false, my seniority date is 1987. The HSAA tells me they chose to email members rather than telephone alerts, Canada Post and I opted out of email from HSAA. To my knowledge I did not opt out of emails and even if I had I believe HSAA should have informed members in a robust manner such as telephone alerts or town hall call ins and they didn’t. I am extremely shocked and upset about this situation. I am a sole Pharmacist at the Slave Lake hospital and I feel I deserve this bonus and would have in fact qualified for it. What recourse do I have? Should I hire a lawyer to sort this out? The RCIF tells me funds have run out but I believe suing for damages and incremental costs might be an option.
