Deficiency judgement

Is the lender able to sue the borrower for any shortfall after the sale of the foreclosed property and the proceeds of the sale of the property is insufficient to pay off the mortgage. There's a shortfall or deficiency, can the lender sue the borrower for the loss? If the mortgage is not cmhc insured.
