As an executor, I am trying to transfer/liquidate a small amount of investment shares that are housed in the U.S. but am being thrown another requirement(last one not understandable) each time I satisfy a requirement. What type of area of practice with a lawyer would I talk to for direction/advise on how to work through these continued and ongoing requirement requests?

This is a late reply. However, you will want to speak to a Wills and Estates lawyer. You will likely want to speak to someone who has experience dealing with US or foreign assets.
