if it’s not typical to have two tournaments in hockey a year, do I pay for the second

If you consented to having your child in hockey and it's a mandatory tournament, then probably. If it is very expensive and not reasonable on the incomes of the parties, or not compulsory, or interferes with school, health, or family life in a detrimental way, then possibly no. If your child is an elite player, then maybe yes. Parents have to work together to decide what is appropriate for child.
